Donation Process
Step One – Application
During the initial review, the Owner and Preservation Ohio work to complete required paperwork. The majority of information is furnished through completion of the application itself. Preservation Ohio will assist with any needed additional documentation. Property Owner completes National Park Service Part One Application (for properties not individually listed on the National Register of Historic Places), then submits documents to Preservation Ohio with required attachments and processing fee.
Step Two – Processing
Processing of the easement application is conducted by Preservation Ohio. No work is required by the Owner during this time. During this step, Preservation Ohio will conduct photo documentation of the areas affected by the preservation easement, obtain any necessary governmental approvals, and seek subordination from any mortgage-holding institutions. During this time, regular updates will be sent to the Owner.
Step Three – Appraisal
The Owner will be notified with processing has been completed, at which time the Property Owner arranges for an appraisal to be conducted on the subject property. This appraisal must be accomplished with no involvement by Preservation Ohio as the eventual easement holder. Preservation Ohio will furnish names and contact information for qualified appraisers, if requested to do so.
Step Four – Closing
Once Preservation Ohio is notified that the appraisal has been completed, the Owner will be contacted to arrange a mutually convenient time for easement closing. Closing may be conducted through the mail if agreeable to both parties. At the closing the following will be accomplished: 1) Property Owner furnishes completed and notarized Easement Deed and recordation forms, 2) Property Owner furnishes required easement monitoring/donation fee, 3) Preservation Ohio provides Owner with an IRS Tax Form 8283 completed by Preservation Ohio and the appraiser. After the deed is recorded, Preservation Ohio will send a copy of the same to the Owner and to any applicable lending institutions
Step Five – Monitoring
The easement will then be monitoring as per the terms of the easement document, with inspections conducted at least once a year to verify that all projects have been performed according to the easement terms.
